You can't stop a tenant from bringing in their own roommates if their space legally can accommodate the extra people (and there is NO enforceable occupancy limit if you rent a single family house),  and you can't meaningfully screen those roommates.   

You could do rent + utilities or the preferred method (like most members mentioned here), increase the rent to accommodate. 

I read the HUD guidelines on ESA and LLs must do reasonable things to accommodate ESAs and service animals.
