Well you can, sort of, most of the big ticket items that are going to increase value $10k aren't going to be doable with people in the unit. 

Most do get away with it.

I might round it to 14% for this property.

But you're right, not sure I would want to endure the weather there year round. 

Everything needs to be replaced eventually, but are the big ticket items new or are they near the end-of-life.Most importantly, you need to understand why you are buying these properties. 

It's a garage and you are using one side so there shouldn't be much maintenance but, lets just round it off to $1,300/year.

I don't know how big of a lawn it has but, I'd probably factor $100/mo. year round for lawn and snow removal $1,200/year - you'd have a better idea of what it might be, by calling around.

And if I show them a $500 ticket, say pay it, and ask him to work on weeds, they would give me a stunned look, think I'm crazy, and move out.
