Yes- If the ROI is the same in 2 areas, then that's when I start to look at other factors in investing there- the potential growth of that area, landlord friendliness, which sports team I like, etc. 

Partnerships can be a powerful way to accelerate growth in any business venture, real estate not withstanding. 

Maybe that's why some investors are willing to deal with being slum lords in these areas knowing that there's monthly CF to cover current and future expenses, make some profit, and hedge for future growth.

Sometimes when a contractor does a project for you, he just fixes something and you have no idea how difficult or easy the task.  

For example each property may have different long term growth potential or exit strategies.

Finding & contacting the owner/s of a vacant property is kinda fun to do but , takes up a large share of my time & I feel that time could be used more profitably doing other tasks in my REI business.  

Population growth vs decline, employment rate, crime rate trends in property values.

And there has been a ton of new business growth here as well.
