I've seen RF Engineers reject a site over very minor items (we're talking 10' in height for their antennas), only to have a different site less than an 1/8 of a mile away.  

@Christopher Smith I think you’re taking rejection personally.

My residential BP was rejected because it’s considered commercial because I have more than 2 dwellings.

I offered to walk her through a rent to own, which I did a few replies further down after she asked.Besides, the OP specifically asked for real estate investment advice, and rejected the suggestion that she look into stocks.

Perhaps in 2023 there will be even more supportive rules re ADUs.   2023 has new ADU laws including that rejections must provide a reason from each agency rejecting.  

@Kenneth Garrett it sounds like this would be above your threshold and you would reject the applicant, correct?  

I put the offer in anyway and get rejected.

If they reject your initial offer, just make it again.

If you think you would feel bad rejecting their application, think how bad you would feel having to evict them.

If you cannot answer this without resorting to the previously rejected concept of good timing, the answer is simple: You’re afraid, just like the rest of the world.
