In really bad cases, you have to remove the carpet and the padding and seal the subfloor before you can put new flooring in.

As for tracking deals, seems there is only one way to ensure someone doesn't pad their bed here and that would be by posting HUD-1 statements or closed contracts.....I know I'm not going to make such documents public on the interent!
