Does anyone have a service or company they'd recommend for this?

Can anyone recommend good companies to root cause  and implement solution to fix this issue?

Every PM I've met has at least several bad reviews, but I'm hoping this helps. 

I believe we would maintain this setup if we purchase the property. 

Has not been easy to get a call back or on the phone.I just got an idea typing this.
