Administrative and Marketing:  Not too much you can do to verify, but you'll want to create your own budget for these costs anyways.Contract services:  Ask to see the landscaping contract, laundry contract, water softener and pool contracts, trash hauling contract, etc.

I am thinking HELOC may be the best way to go but when I went to my banks WF and BOFA they made it seem like the process was going to be in line with a regular mortgage which I am hoping to avoid as its such a pain.

I am unaware anyone think the pain once containing lead if any will prevent people moving into.

Oh, and fire that lame realtor that didn't mention any of this painfully obvious stuff. just my 2c....best of luck
