I order to proceed I would have to do land markouts, surveys, and rezoning which can come to around $10,000.Does anyone have any ideas on what is the best way to capitalize on a property like this?

So, at a minimum, you'd want a title search and possible property survey if there isn't a recent one on record.Do a purchase agreement.

A preapproval letter that assumes the rents you state will not close when the appraiser does a rental survey and it results much lower.
