This is not legal advice....just my opinion.I think the issue here is the lease says one thing and you claim to have told the tenant a completely different way to pay rent but have no evidence of that.

If you can back up your request with evidence from the inspection you'll definitely have a higher chance of success.

Is that sufficient evidence for serving that 2nd floor tenant a Notice to Comply and slap her with the $50 fee (for breach of lease) and $30 fee (for making us serve the notice)?

hot water, wiring, structure of the home, floor joists, evidence of insect, foundation walls  if it's a duplex I look for seperate utilities.Smell.mold ?

Advantages to a long term lease are fairly self-evident.

I’d use any evidence you have and contact the servicer and make it clear you’d want the pmi removed.

Have her comply with the lease or evict her breaking the terms of the lease and have the proper evidence and documentation for whatever legal reason you end up evicting her for because she will most definitely be irate and fight it.

Evidently, they had their brother and girlfriend living with them the whole time, which puts additional wear and tear on the apartment.
