I even thought of blowing fiberglass to add insulation in the walls so my tenant will be the one paying the lowest utility bills in the whole neighborhood.

It's in an amazing community that was just extensively upgraded (everything from front doors to new insulation, siding, etc) so there are no planned assessments.I also just moved to Alabama and am self-managing.

Hi I have a walkout basement , it's semi-finish, I want to finish it ..right now it's concrete floor, brick wall  I want to  do flooring , adding insulation on walls and roof and adding drywall also need to add some electrical switches/outlets and roof lights.Just wondering do I need permit for this, property is in Bayonne, NJ.

The assesssor may also have this information - maybe even on their website as some do now.Remember though, you want to leave lots of room between what the market will bear and what you pay to insulate you against unknowns.
