I think he’s going to try to threaten us.

I suppose if I threaten that I will evict them on a certain day, it would give them the motivation to apply for places less desirable that they may be qualified for. 

They will schedule an inspection and if they find what you've said, they will fine/threaten the landlord for you.It sounds like you're taking the high road, which is great - not all tenants do. 

They have threatened me with legal action throughout their move out month over various perceived issues.  

If that would concern you, then anything that threatens that should also be a concern. 

Even with the note being paid, the banks will still send threatening letters.
