Based on the prior chain of posts, I had the impression that @DavidR. was encouraging the OP to show the neighbours the report/file to put there minds at ease about the candidates presence on the registry.

In addition to complaints from neighbours, the city also investigates properties that aren’t abiding by their STR laws.

Ask the current owner if there is another way to contact the HOA and talk to neighbours?

That might be one of your biggest hurdles, besides neighbours who might (likely) complain and dealing with the city.

I think the game plan is to build a decent sized greenhouse and have veggies growing year round, and maybe offer the neighbours a chance to grow their veggies as well (I’m assuming the average person doesn’t have the knowledge/space to grow their own food).

I have bought a house for 11K, while the sellers OWN NEIGHBOUR offered them 40K, yet they chose us!

It will add far too much wear and tear and likely cause issues with neighbours.

You must choose applicants based on protecting your investment other tenants and neighbours. 

How about investing in MF in Chicago in up and coming neighbour hood for a good cash flow to residents of medica teaching  facility in the area? 

Though the average rate on U.S. high yield is currently hovering just over 6%.Maybe buy some bonds from Greece?
