So while I haven't gone through the entire process, I've talked with both Ada county and the city of Boise.  

A Service Animal is protected by the American Disabilities Act and must be allowed, while an ESA is not protected by the ADA and landlords are only required to provide “reasonable accommodation” for them that does not cause the landlord undo hardship or expense.

Since January 2019, we have seen appreciation rise 6.1% for all of Ada County.

I agree with posting here on the jobs forums and also just putting out a regular job ad as mentioned (indeed, cl, etc)

More generally, to take an old house built circa 1900 and ensure it could meet all (or even some) of the modern ADA requirements wouldn't even be practical.

given that you also have to add septic system and maybe a well. give U an idea I am developing 30 lots in Oregon right NOW.. moving dirt.. and my cost are for full blown sewer water storm paved roads ADA ramps street lights franchise utls ext ext right at about 60k per lot.. 

You have to make sure that your house is appropriate for senior living, including widened accessible doors, ADA bathroom if required, walk in showers...etc.  You may be able to convince one of them to have a profit share model.

A couple of years later when we went to collect the rent from the parents an ADA was there with a couple of detectives with active warrants in hand looking for the young couple.
