It is currently freezing in Maine and the seller has the utilities turned off since there is nobody occupying the property. 

Why was the power cut off, if they are failing to maintain utilities this is a serious issue now that it is getting colder as you don't want pipes to freeze.

I wish they would freeze property tax increases since we can't raise rent.

Helocs are variable and have fine print that allows them to freeze or call. 

They had their HVAC vendor come out multiple times and finally insisted on replacing the air handlers to fix over freezing issues. 

The recent freeze did a lot of damage to their plumbing to their home, and at this point they feel like the home isn't worth continually fixing. 

People will leave lights on, crank the AC and even freeze it, etc...you learn ways to control that, but be ready to work through some of those things.

They shouldn't be able to freeze draws as your repair amounts are placed in escrow at the time of purchase...they aren't just cash sitting in their bank account.
