Since adjustments are derived from market data, the amount of the adjustments are very market-specific, they could even be neighborhood-specific, and sometimes features that are commonly thought to be important (like a bedroom or a pool) are actually not adjusted because market data does not support an adjustment.

Who pays can vary based on whose property it sits on, is it on the property line, are your/your neighbors other fences physically connected to it, does your neighbor derive benefit from it, etc.

Oh and one other thing I do when picking tenants to rent to in these types of areas is not only how much income these tenants earn but almost more importantly where it's derived from.

Also, appraisers are fine but they have to live within such regulated box that they sometimes fail see the real comps and especially fail to where additional value can be derived.
