This is a common theme in these market's, that they trail primary by ~24mnths.  

The spring is dead, only a few guests here and there (mid April till the beginning of June) From June-September or even October depending on weather, we have a lot of guests that come for the mountain biking, vacation or weddings, or bachelor parties.

I think the common theme here and the take away is that remote rehabbing has some risk that are elevated when you cannot be on scene your 1000% in the hands of the person you choose to be your ground partner. 

It seems the govt doesn't want the me to benefit from further investment in the area but only others.
