Is this for a ground lease where the tenant will build?

Learn them in Google Earth or Google Streets and then get some boots on the ground and drive them.

I'd replace them with some lower to the ground perennial color. 

This will phase out old tenants and the ones who still want to pay by PO box will be paying you to check it.

This way you can just deny them on those grounds before you run their background and essentially waste their money.

The non-grounded outlets are more of a problem.

There are hundreds of markets that could work for you.....the difference maker is having someone with boots on the ground there that can be your eyes and ears.
