The property management companies don't want to go in front of a jury and they don't want you to sue them - otherwise the pre-trial settlement could have you living in their building for free for years.

The truth is, you could read 100 books and still not know enough because certain things need to be learned through trial-and-error.

Design will have quite a bit of variation depending on who you hire to draw the plans and submit to the City. 

However, if you do it, I would suggest a variation in how you worded your potential strategy. 

Trial and error.

I shouldn't have to stand over your shoulder to make sure you do your job right and besides, how many different variations of scraping a popcorn ceiling and replacing with a smooth texture need to be monitored?  

The truth is, you could read 100 books and still not know enough because certain things need to be learned through trial-and-error.
