The second lienholder has a security interest in the property, and that gives them the right to foreclose, take possession, and yes, evict the owner.

A week later, the eviction order stood, THEN the real waiting game begins as it took WEEKS to get on the Sheriff's Civil Eviction list for the Sheriff to actually serve and enforce the eviction order to gain possession.
