Lately the Parma, OH Building Department has been aggressively assessing fines, writing tickets and trying to collect rental registration fees from prior years.  

The 2% is needed because of big ticket items that needs repair/replace due to age of building.For a newer construction and in a B and above neighbor hood, it's very hard to get 2% (even 1% is harder these days)

I agree with you that you should select all the appropriate finishes that you would like in detail prior to work starting and purchasing those yourself (the big ticket items). 

If a big ticket item comes up you may have a loss for the year, think of capex more as self insurance it isn't spent every month like your mortgage payment.

3% for repairs seems low and you don't budget anything for CapX which is typically budgeted somewhere between 5-10% (usually 10%) depending on how new all your big ticket items are (roof/AC/etc.)
