She continue complaining about moist and we hired a Home inspector/mold specialist on July 29 2013 and he recommended a mold remediating specialist that will conduct the process in record time from August 12 to August 15.

Seems like a great spot for a hotel or apartment complex but I don't think anyone would touch it unless the city agreed to pay for some of the demo and remediation. 

Also, keep an eye out for an oil tank... in my neck of the woods they are one of the biggest issues with old houses and can cost thousands of dollars if they have leaked and the soil needs remediation.

Also, make sure that estimate includes includes any mold remediation, those things are terrible for mold....  

My gut instinct is they are a major things that should be remediated and instead they are temporarily patch the issues whether it be heating, air, roof... anything else.4 of the units have month-to-month tenants and the remaining unit currently has a tenant with a 12 month lease in place that goes until April 2017.

You would now have to remedy it yourself or disclose to all potential tenants that lead paint exists.My house is from 1926 and I have no lead paint forms saying it exists or doesn’t.

I'm not very political but something tells me I'm okay with itIt's a bad law attempting to remedy a bad problem where the federal government has totally lacked any pratical or effective policy since the last attempt at immigraton reform in 1986.

Find out what smells and remediate it.  

If the branches are not causing any damage or potential damage to my neighbors property, is that my responsibility/cost to remedy? 

I would likely give notice, remediate the unit of the leftover stink, and start fresh with no smoking on the property.
