Lastly, I would partner with local police & create a community feeling so that everyone felt safe, happy and willing to stay longer and refer friends/family. 

In these neighborhoods, I might see a police car, which is a visible sign of the area I like to buy my rentals in. 

Since most emergencies require police, fire departments etc., few situations should necessitate my immediate presence as a landlord.

Assuming it is a scam, the owner can contact the police/FBI and they will pursue it.
