can one enter into an improvement forward build to suit 1031 exchange where i sell an investment property and then use the proceeds to invest in and expand an existing manufacturing plant? 

I have this rental property that has numerous gopher holes and tenants have been unable to plant any flowers or trees into the ground because of the gopher problem.

They may also recommend constructing the roof with longer eaves/overhang on the face with prevailing {summer} sun to shade the windows during mid-day {this will reduce your cooling load} and have recommendations on where to plant trees or place screens.Your architect may have already done this in the design ... s/he would also be a good person to recommend a resource to address your fenestration needs.

And every city has a story, such as “the north side is doing great but the south side, not so much” or “XYZ is about to build a big plant on the northeast side”. 

Then the paint which is probably less than $150 but I'll bet you're closer to $500 when you're finished.Without seeing the house I know there'll be other things, once the kitchen looks nice you'll realize that the walls would look a lot nicer if re-textured, in my experience if the kitchen needs cabinets the electrical is definitely out of date and the baths need freshening.

Prices are much better, price vs rent much better.TI in the process of building 4 chip plants there over the next 10 years. 

It's not as bad as it initially was but my guess is previous tenants were in there smoking for 20+ years and maybe not just cigarettes, plus there was dog urine as well....We have replaced drywall in some areas, skimcoated and painted, new textured ceilings, pulled out carpet, replaced floorboards, put down new lion boards and new LVP flooring, new paint, all new appliances.

Very likely, a 30-40k budget can get you alot.My last 2 rehabs were under $27kOn one I got:roof, furnace, water heater, kitchen, appliances, granite counters, bathroom, paint inside and out, knock down texture, new tile, new carpet, new doors throughout, some landscaping, new windows.
