Generally speaking, commercial general liability insurances are rated on gross receipts and/or payroll, and GC's can be a little tricky to insure, pending the use insured/uninsured sub contractors, physical work performed etc.

Any other "back door" he is referring to is illegal and not the type of contractor you want on your payroll.
