If you're bad with your personal finances (please don't take offense, this is just a hypothetical) and the $11k per year is probably close to all you'll be able to save, then I think you might need to restructure your budgets and increase your savings (I assume this isn't the case, you're on BP and looking to invest.

While the banks may require you to sign a contract saying you won't do it, and while they may even require you to agree to a deed restriction on the property, violating the contract is not a criminal offense, and as such, won't expose anyone to "criminal penalty."

Some lenders would let you refi if your global cash flow can support the debt but that requires income from multiple sources (w2 income, other rentals, etc).

I think it would be best if you could be debt free within the next year or two, then that would allow you to save more cash and go on the offense and now try to bring in some cash flow which would go right to your pocket.

Increasing your portfolio increases your income (offense) and paying down/off rentals reduces your debt exposure and your debt : income ratio (defense).
