Just to begin the owner would have to disclose all the homes equipment maintenance schedules (furnaces, hot water heater, sump pumps, dryer vents, etc), grandfathered in code violations that could pose a safety risk, etc, and just because a house meets code does not mean it is safe, or that somehow shifts the liability to the owner or PM and the city is not liable.

Let's assume all rates are static for a minute for easy math does it work something like this.Tenant's pre-solar use 10 Kwh= $10/mo billSolar produces 8Kwh shown on a new meter installed for the solar.Tenant's post solar use is 10Kwh=They still pay $10/moUtility/solar leasing company cuts you a check for $6/mo and they net $2 for their equipment ect.

They are young and I don't know how well they manage their money (if they managed well they wouldn't have so much cc debt in the first place).If I had to take a guess, and I may be wrong, but I think some of his debt is probably from buying equipment for his new business.

If you have a softener or filtration equipment like an iron filter, it'd likely be best for you to setup a quarterly PM from a local water treatment company to ensure your filters are changed out regularly and salt is added to the brine tank - especially if you have a boiler.PM me for a couple references of companies that work in the area...my family's business is in water treatment for commercial and industrial applications in the Midwest, but we have a couple companies we refer residential folks to.
