Be sure to investigate the varying product types. 

They may have economy of scale but the consistency of delivered product is not always there. 

The only risk I can think of for a landlord in this scenario is the possibility of a poor tenant but I would be mainly subleased to travel nurses that are vetted and screened by gov agencies.

They took a big risk, and they probably thought it would be easy to rezone so I personally think that's on them and poor risk management.

The bulk of properties run by small private landlords are managed rather poorly by people who don't know what they're doing and really have little idea about how to get better at it.
