The important thing is to adjust accordingly because there usually isn't an exactly identical rental property.The good thing about rentals is that you get feedback about your pricing quickly and can react accordingly.

If it's used to promote an agenda or to scare you into doing something, then I take it very cautiously (like the jobs numbers, that were adjusted 340% retroactively...do you still place value on that reporting, after repeated significant adjustments?).

If you have 2 identical properties and the move in costs are rent + deposit, or first month, last month and deposit, most people would take the lesser move in charges.
