The house requires 800 square feet of vinyl / laminate wood imitation flooring, with the balance going to carpet. 

We had already committed to replacing a partially fogged double pane window, adding carpeting in the den, and a few other things. 

Then get rid of flooring, carpet and buckling laminate.

I would recommend you move forward and take action with a very small flip, such as a cheap house that just needs some paint and carpet. 

Long story short, evicted the tenant, put on a new roof, painted the walls, replaced carpeting, added a 1/2 bath, got a new amazing tenant in place (they have since finished the basement, added security alarms, painted walls, added cabinetry... all on their own dime) paying $850 a month.Fast-forward again to last year.

I can only imagine the amount of carpet baggers who will flock in for this. 

So, I've done a bunch of different kind of fixer-uppers that required NO carpet and paint.  

I'm trying to find out if a ACV policy's prorated payouts will only affect appliances, carpet and things like that, and cost of building materials/labor will NOT be subject to depreciation.  

Test results positive for Asbestos on walls, and ceiling in kitchen area, and flooring the glue bonding under old vynal tiles, which is covered by carpet den and hallway.
