Earthquake fault zones, flood plains, and high fire hazard areas are off-limits.

The guarantee of getting paid and a high hourly rate would be what would entice them to use the hourly rate structure over a commission structure.  

Maybe getting a referral from people who are respectful of the property will bring you a better quality tenant?

Nobody wants to be around people like this, so I’ve had to lower my rent drastically and have a high turnover rate here.

Buying in a high COLA with loss protection is a no-brainer in my book, but only if you expect to relo again.

I would highly recommend getting your license for property management, and/or realtor.  

I had 5 houses with them that were terribly managed (placing bad tenants, extremely high rehab costs). 

The other quotes I received were often unreasonably high compared to other properties in my portfolio—sometimes exceeding my current carrier’s increased rate for this property while offering less coverage.
