over here in Vermont I pay about $3800 a year for oil heat on a 3 unit that has decent insulation. so $12,000 for 35 units seems quite low.

it is about 50% finished with electrical and insulation, but i couldn't see the condition of the roof. 

We did have extra insulation, nicer cabinets and stoves/dishwashers, better floors-always ceramic instead of linoleum etc, solard reflective screens on windows.

You'll have bat-insulation or rock-wool in the attic.
