over here in Vermont I pay about $3800 a year for oil heat on a 3 unit that has decent insulation. so $12,000 for 35 units seems quite low.

This installation method would not disturb what's there in a serious way, as the new gypsum would be pressed up against what's there.My understanding is that it's a common and accepted practice to cover up some forms of asbestos, for instance, layering new tape on top of the old white asbestos duct-work insulation I believe is a common approach.

We did have extra insulation, nicer cabinets and stoves/dishwashers, better floors-always ceramic instead of linoleum etc, solard reflective screens on windows.
