Caveats to that statement are:- If your climate is temperate, no hot hot cooling days, no cold cold heating days- If your furnace needs to be replaced- If tenants expect Central AC in your area- If your cooling/heating ratio is very biased to the cooling side

I think the best option (by a hair) would be candidate #2 but I go with the first qualified applicant that put in a complete application because once you have a reasonably qualified pool of applicants you are really just guessing so I figure that way I avoid some of the bias inherent in these decisions.
