We do a ton of water remediation work and the mold clean-ups that come with it and it absolutely amazes me the bids I see from my competitors....most never really address the source of moisture at all just overkill it with expensive systems and treatments.

I very likely will not pursue legal remedy.

Because in some cases structural  remediation can be COSTLY and you need to know if there are any foundation issues that are causing possible structural damage.

How do I remedy this situation if I engaged in prohibited transactions?

That can become expensive to remedy.

After beginning the mold remediation, we found many walls rotten to the siding (about 50% of the house).

I've seen genuinely dangerous suggestions on everything from fair housing to lead and asbestos remediation. 

The remedies available under the UCL are “cumulative . . . to the remedies or penalties available under all other laws of this state.”

I'm also concerned that Alec has little-to-no ability to remedy the situation as he 1) contracted and paid the pm to collect rents (which we now see that the pm has not actually done so) and 2) Alec did not charge the tenant's cc himself and does not have standing to call the cc company to push back.

Since smoking is prohibited in unit, any costs to remedy that situation will fall directly on the tenant.
