@Aaron Conner Sounds great, I sent a request to connect. 

The only time I've seen this turn into an issue is if you offer to pay for the flooring and then the tenant comes up with more requests every couple of months (e.g. new toilet, different color paint, new washer/dryer, etc.) 

If there was an agreement that both parties were waiting on the occupancy permit and it has now been provided, the seller should officially request the buyer to perform. 

Thus far I got a quote for $300,000 liability and I'm certainly going to request more.  

@Chris Kimsey if you are going to keep accepting a money order from these tenants then request they only get money orders form the United States postal service.

I setup a service request with the home warranty and they sent out a local repair company.

@Laura Guy in case you are not familiar, the Supreme Court already heard an emergency request on the moratorium and decided against striking it down in a 5-4 vote back in June.
