If buyers doing an exchange are worth say a total of 3 million net worth and make 300k a year and are selling a small property where the failed exchange is 50k to 100k penalty then they might just pay the fees.

I have been known to forgive rent when its to cold and the heat bill to high.and I would NEVER raise rent as long as the tenants paid on time and did not call me with a bunch of honey do's :).but if you can lock her into say a 3 year lease at that rate I would do that in heart beat.. she moves out its vacant a month that's 650 lost you will never get back.. you probably have to do some work to it.. etc etc..

I would say a lot of it would depend on your income, whether you have any mortgage on the house, how much higher your rate of return is versus the interest on your debt.A lot of things that could influence opinion one way or another , that we don't know

Some places allow for large price spreads on say a rehabbed and a nonrehabbed home...but the nonrehabbed home is not purchased below market...it is purchased for it's very market value.
