Also, in my city there is a 2 person per bedroom limit, and they have two adults and two kids there already (2 bedroom).

Longer driveways can hold two cars.I seen these situations, and the problem arises when you rent a unit to 4 or more adult tenants, have 4 or more cars, they don't have enough room to park on site, use limited street parking in front of other people's homes, which escalates into ugly disputes. 

So two full time adults with minimum wage could afford that.

Tenant has adult son that lives in the appartment.
