I've done plenty of rehabs myself, but not roofing, not egress windows and not decks, so I'm at a bit of a loss here.

The proper way to build a house in South Texas is with an unvented attic assembly and foam insulation at the walls and underside of the roof deck.

(House was in Highland Park, Los Angeles)Purchase price: $600kRehab: $94k - Full rehab: new layer of shingles on roof, 13 new windows, all new doors, new laminate floors, new 3' front retaining wall, full gut kitchen (new cabinets, quartz countertops, tile backsplash), 2 full gut bathrooms (new tub, floor tiles, wall tiles, vanities, faucets, toilets, vanity lights), converted one closet into a washer/dryer closet, created a master ensuite with a hallway bath, opened up some walls, recessed lights throughout, scraped popcorn ceiling, installed new HVAC, interior paint, exterior paint, stucco repair, new landscaping front and rear of house, new wrap around deck, installed double french doors master bedroom and garage, to new tankless water heater, new exterior lights, updated light plumbing and electrical, new garage door with motor, and some other normal repairs like replacing drywall, floor boards, and replacing some wood trims like facia boards.    

The first property I was going to purchase needed lines to be relocated in order for me to install a rooftop deck.

Typically if building is newer within the last decade or so and install was proper then the decking etc. does not need replacing just the layer itself.

Note, we are well versed flippers and have a great team of contractors and a solid property manager on deck. 

The appraiser should have gone outside the time range of 9 months if needed to determine market value.My lender filed an appeal for the appraiser to quantify certain adjustments (lack of condition/curb appeal, lack of adjustments for bedrooms/bathrooms, lack of adjustments for other desirable features in my market such as porch + deck + Single-Family Detached Home (used twins/townhouses as comps with no adjustment).
