(I have had tenants turn the AC off when they move out or the heat in winter)- We require they have someone check on the property if they leave it for more than 5 days (This is to make sure there are no water leaks or HVAC issues that lead to problems while they are gone)- No businesses can be run from the property (to prevent day care, laundry services, gambling, drugs or who knows what)- We specify yard care includes week spraying and cleaning up sticks less than 1" in diameter (otherwise tenants think yard care is mowing only)- We state that tenants utilities can be used for routine maintenance or repairs (I once had a tenant complain the roofers were using his power for their compressors)- We have a whole section on mold stating that mold is naturally occurring and results from excess moisture.

If the issue comes up after the lease has been signed without such a clause, the landlord would likely need to rely on an anti-drug or crime policy that hopefully was included in the lease.The landlord would then need to send written notice of the lease breach, citing the appropriate clause.

I remember reading Apartment Association newsletters about the problem, and they were advising landlords to never accept any tenant who had enough cash to pay up front, in case it was one of these bait and switch drug operations.I think there are other concerns, as far as taking the money could result in an "understanding" of a long-term lease, and it being harder to later evict, and possible tax problems, depending on the time of year the money is accepted.As I recall, I was reading about the meth lab bait and switch problem back around 2006 or 2007.
