Looking through the Riverside county website trying to find probate leads but I can't identify which cases are probates or even if I'm looking at the right page. does anyone know how to find these leads?

Since 2009, when I first attended UB, the North Campus student housing has expended quite a bit and there are still plans on large scale multi-family developments underway. 

You can also look at a rehabilitation with an intention to rent, commercial investment or real estate development.

If it's not buildable and rentable space there is no return typically on that part of the dirt for a developer.

Fees are always negotiable though, at least with Realtors.If you ever worked with a Realtor or plan on working with one, it might not be a bad idea to develop a good relationship with that person.
