I would look at both areas everyday on realtor or redfin, check out the houses run numbers on them, and over time you will start leaning more towards an area while also zeroing in on what youre looking to buy. 

I see people selling STR's and when I request their insurance to estimate cost I see regular rental policies. 

Ive checked with the current insurance agency and company that is insuring it now and no luck.

I would check with your lender to see what their requirements are, but yes, they will probably want to see builder's receipts and all material receipts.

If the tenant is the cause it is on them but I would check that it was adjusted for propane.   

@Matthew Scott go check with the city and make sure you can do it before you invest any time and money into it.
