Things are still not clear, but we are probably going to press ahead in the next year and sub-meter another.BTW: My statements above were that sub-metering may not be possible for all utilities in all jurisdictions and not that it was illegal throughout Canada.  

For Dogs:Only allow adult (specify number), non-aggressive breeds (no pits, chows, German Shepherds, Dobermans, or any other breed that gets bad press).

Additionally, you may want to press the dishwasher issue, as they should be repairing it for you.

I'd say that is the first reason people don't want to use PMs, and then the other (maybe more pressing) is control issues.

If you ever notice people (non tenants) loitering afterward, call the police and have charges pressed against them.
