I never really understood why people do this when they can use those funds towards buying another property. 

That sounds like it should be understood....but say the company is in Maryland...they should also know DC specific laws, and Virginia's and all vice versa.  

If it has been understood that the price of their rent is due to the appliances included in the property, then that may where you would be responsible for repairing or replacing an appliance or by adjusting the amount of rent in their situation to compensate.

He understood why I'd want my existing PM to place for a much less amount.Scenario 1:Property 1 has tenants in place and I'd pay the existing PM $1265 (rent) to get out of that one.  

The investor understood that they were being evicted because of non payment.

That is not the same as before but on same path understood.

I understood the area, had friends there who could keep me posted on important events and the rent/price structure fit my model.Subsequently, I have invested in several other out of the area markets.
