It's very hard to verify and monitor,Is your end goal to get rid of the unauthorized occupant or to get rid of the rule breaking tenant? 

I am spoiled with giant monitors both at home and at the office and I can type and function significantly faster on a computer vs a phone.

I think by having equal investment in the house, you would both be able to take responsibility for the deal, and if they are local to the San Diego area they would be able to monitor the activity of the house, including cash flow, tenants and property managers.

None of these methods are foolproof, but if you go this route you are aiming to make it more trouble than it's worth.Eyes on the unit: hire security to patrol the house; put up monitored cameras; put up cameras with motion-detection alerting; ask the neighbors to watch; station a guard dog at the unit (not recommended).
