Keep in mind this is the same message that you will see when someone is using a CPN instead of their SSN.When someone has abused their own credit and is not interested in fixing it they will acquire a CPN ( credit privacy number )Calling it a CPN is kind of silly since the vast majority of them are criminals finding unissued SSN's and using them as their own.To give a very brief and simple explanation of how this works:Loser with fried SSN and ****** credit history decides they want a CPN so they can use that on applications and credit related things instead of their own ruined legit SSN.They contact any of the thousand "CPN credit repair" companies who issue them a CPN for a fee.
