Instead of buying a heat/air window combo unit (which aren't inexpensive on their own) we went with regular window units and the attached electric unit as the source of heat:https://www.amazon.com/DeLonghi-HMP1500-Mica-Panel...Used three of these (1 in the living room, 1 in each bedroom), attached these securely to the walls so they don't "walk" when tenants leave.

It seems like an electrical panel on every tree and wiring placed in plumbing conduit across the back of the property, obviously unpermitted work.

No clearances, there is nothing wrong with this installation. the 3' you may be referring to is for Exhaust pipes of gas fire appliances, not the gas meter ( which the meter and piping are all sealed). there is an electrical code of 30" work space clearance in front of an electrical panel, but the meter does not interfere with that. just make sure the panel box is a sealed box and rated for outdoors.
