It is also within the Village of Woodbury where there is also no requirement for a license other than for Electrical / Plumbing. 

Are you looking specifically in the village/town of Catskill or just the "Catskills" in general?

I am looking to house hack my first property around the Hampden/Upper Fells Point/ Remington/ Charles Village area and would appreciate any feedback on how to get started. 

Agreed with post above, you should be able to either ask the owner for copies of the utility bills or sometimes you're able to call the town/village to get records.

Other neighborhood s that are similar would be lancen village, colonial village, sagmore hills, sycamore hills, groesbeck (higher prices), and the area south of delta river drive near the airport.

Right now primarily in Slavic Village and Newburgh Heights.

North Linden, South of Main, Vassor Village, Woodland Park, MT Vernon, Milo-Grogan, Franklinton, Merrion Village, Hungarian Village, Southern Orchards, Driving Park, Olde Towne East, Franklin Park, King Lincoln, Old Oaks, Livingston Park are all but not limited to some areas in Columbus, Ohio I think will gentrify quickly and make for great long term buy and holds.

Downtown and East Village are excellent areas to look for a condo.

For "Okay" I would say Little Italy, Baynard Village, Brandywine Village are fine.
