I assume you meant, regardless whether the person named in the note actually lends their own money, it's still owed to them because the agreement is binding. 

A more intrusive approach would be to Google the owner name and see if you can find relatives and skip trace and call them.

In the real world we live in you can't get away with massive crime and massive publicity at the same time, unless your name is Hunter Biden or you donate big bucks to you know who.
