What made my investor interested in this deal was being a corner property you are able to build a full 3rd story addition by right which would massively increase the value of the property with similar 3 story properties trading in the low 600k's.

This is actually the hottest market in America IMO.With that level amount of money you have to play big and do NOT think small ( i am still small investor LOL)I'm concerned I might run out of cash servicing the debt (I presume you were implying a take a loan and use the $5M to leverage into something bigger) and overall expenses of a massive, muti deca-million property, if it weren't a multifamily.

The "1% Rule" can be a great rule of thumb but it doesn't account for a massive elephant in the room: Expenses.What really matters is NOI (Net Operating Income), which is why we prefer cap rate.
