Then the water meter is also the water company's responsibility, but only if the meter itself leaks (the connections to the meter are the homeowner's responsibility).Of course, the water that is leaking before the meter cannot be measured accurately by the water company, so that leaked consumption isn't supposed to be the homeowner's responsibility.
