Can I use that as a bargaining chip on my inspection contingency by telling the seller: "Look, I will be ok with x that needs to be replaced based on the inspection but because of the radon mitigation I want $x amount off the property" or would that be illegal/breach of contract because I technically waived that particular contingency?

I recommend you pick 3 areas(without obsessing over it- just choose your top 3, in the next couple of days), find 1 really good local investment/buyer realtor in each location- talk with them about returns and trends of the market, get pre-qualified with a great mortgage broker, and then see where the chips fall.
